Is it possible to use ruTorrent on Windows? If I understand correctly, ruTorrent is just a collection of PHP scripts. It should run on any webserver that supports PHP. That being said, the backend of ruTorrent uses XMLRPC/SCGI to connect to rTorrent. I have no experience using these technologies on Windows, but I don't see why it would be impossible - I expect that implementations exist for them. After looking at your link, the binary packages are old (last updated November 2011), and the compilation process involves Cygwin, which is a real pain to set up and get running.
I'm curious: Why do you want to use rTorrent on Windows? What does it have that you feel uTorrent, the 'standard' Windows BT client, lacks? Thanks for your explanations. Yes, it should be possible, it's why I'm a little bit surprised that nobody did a similar project for ruTorrent. I have no experience with XMLRPC/SCGI too.
